Conducted an independent after-action review of an active shooter event, offering feedback and recommendations for operational procedure enhancements and authority designation

Developed the Concept of Operations for the Airport Integrated Operations Center. Spearheaded People and Process Work Streams, encompassing workforce development, change management, operational process mapping, visioning, and digitalization.

State of North Carolina

Developed pandemic response processes and plans for Region IV in South Carolina under the National Institutes of Health grant program to include:

Federal Emergency Management Agency

Technical support provided post Hurricanes Katrina and Rita, focus long term recovery.

United States Department of Defense

Developed the 1st Marine Corps Comprehensive Installation Emergency Management Program for domestic response and recovery operations.

Oversaw and supported the establishment of the Emergency Management Program at Headquarters Marine Corps.

Reviewed, revised, integrated, and exercised the DoD Repatriation Plan in collaboration with FEMA Region 6 Defense Coordinating Element and Army North

Provided: Leadership, Defense Integration with civilian authorities, Assessments, Emergency Operations Planning, Continuity Planning, EOC design, operational structure, training, exercises, and budgeting.

United States Department of Energy

Project 1

Renovated the Emergency Management Capability at a Category II Nuclear facility to meet the congressional benchmarks for re-opening following disasters; scope included: operational integration, continuity planning, EOC development and processes, and staff training, process improvement for communications and notifications, and conducted 32 drills, 6 functional exercises and 2 full scale exercises.

United States Department of Energy

Project 2

Completed a gap analysis and capability enhancement project for a DoE facility based on the after-action report and recommendations following the Fukushima nuclear disaster. Scope included gap and capability assessments, EOC design and training, operations center procedures and training, planning, training, system fielding, drills and exercises, and corrective action program.

Helton Ventures provided operational and business process consultation to Saab US, informing digital products for the airport of the future initiative.

Developed disruptive scenarios for LAX, PANYNJ, DFW, and DEN, subsequently assisting the Saab team in mapping response operational flows into their technology solutions.
